How to increase boot partition size?

I am an IT administrator and usually deal with partitioning or resizing of Windows Server. Recently one of my friends asks me to help him to partition his personal computer. It has an 80 Gigabytes hard drive with four partitions and the Windows XP is mounted on the boot partition. Unfortunately, when he initially configures his system he sized his "C" boot partition too small. If the boot partition C: drive is out of space, the partitions will fight for the precious space with each other and run slowly with the installing of too many programs. So the key point is to increase boot partition size. He visits some internet forums and many suggestions about using Disk Manager built-in the Windows. He had a try of increasing boot partition size but failed in this way. He right clicks on his D: drive and deletes that partition so that to allocate the space of the D: drive to the C: drive. A prompt dialogue window indicates that all the data on the D: drive will lose if he deletes the partition. He couldn't make the decision of deleting all the important data on drive D: or remove all the files stored in the drive by using long time to increase boot partition size. Then he asked me for help to increase boot partition size without losing data.
