Is there any program allows to resize surface Pro partition?

I bought a new Surface Pro 4 with Windows 10 and a 128 GB SSD. But is has only a C: drive, and I really want to partition it as C, D, E and F drives. So I can separate my data files from the Windows system and the program files. However, Paragon's Partition Manager 14, which installed without difficulty, won't let me do that.
